Since Europe is a continent with multipele countries, each country has it's own capital. Brussels is sometimes called the capital of Europe as it's were the EU has it's headquarters.
I'm assuming you meant subsistence farming? If so then yes, it would be a large problem because they would then not have enough food to feed themselves.
