During the 19th century, there was increasing agreement in Britain that legislative reforms ware required. The unequal allocation of seats, the expansion of the franchise and the boroughs were all things to be tackled. While some Tory ministers wanted to restrict the growing representation in parliament, Whig's victory in 1830 changed the situation. The Parliament passed a bill to reform the British voting system in 1832  named as the Great Reform Act.
