The Incident Command System/Unified Command (ICS / UC) is an effective on-site instrument for managing all incidents of emergency response, and UC is a tool needed to manage responses of multi-jurisdiction to oil spills or release of hazardous materials.

 

EXPLANATION:

ICS is a standard on-scene incident management conception specifically designed to enable responders to embrace an integrated organizational structure that is equivalent to the complexity and demands of each incident or several incidents without being impeded by jurisdictional boundaries. Understanding the concept of ICS/UC is equally important for local respondents, who commonly arrive in the first place and thus are most likely to apply a management system, as is the case for state and federal organizations that might join ICS/UC.

ICS ran by UC has been used for managing local, state, and federal responses to complex multi-agency, multi-jurisdictional incidents. The list below is a list of the advantages of ICS/UC:

• Uses response culture and common language;

• Optimizes joint efforts;

• Eliminates duplication of efforts;

• Builds a single command post;

• Enables collective agreement for operations, planning, logistics, and financial activities;

• Fosters a cooperative response environment;

• Enables shared facilities, maximizing efficiency, reducing response costs, and minimizing communication disruptions; and

• Allow responders for developing and applying a consolidated IAP.

The ICS/UC structure plans functions and responsibilities, thereby decreasing the potential for conflict, and increasing the flow of information among all participating organizations. ICS maintains its sectional organizational structure so that no advantages of ICS are lost with the introduction of UC.
