The satire makes us question ourselves about the convenience of social equality and how far society is willing to go in order to achieve it. Vonnegut points out that we should not seek for total equality  in a society, because our differences are what actually makes us strive for more and keep us from getting stuck in mediocrity.

How do the characters develop this message?

This message can be perceived when the main character, Harrison Bergeron, rebels against the government of the Handicapper General by using his intelligence, appearance and strength. He does this in national television to encourage people to do the same.
