They wanted to expand the slave states in the US. The conspiracy wanted to dominate the whole Southwestern part of the United States. However, the conspirators were not able to do so because they were arrested by Thomas Jefferson before the conspiracy would widen.
People settled in Delaware for 2 reasons mostly. One was that Delaware accepted different religions without any discrimination. The second was that the land itself was rich with nutrients and similar things and was great for having farms.
