Most notably and tellingly, upon shipwrecking and finding himself stranded on a remote island, Gonzalo fantasizes about a somewhat utopian society that he never manages to make come true in the play, perhaps because all the characters are either conformed or confined to their roles.

In short: if a fish is taken out of water, it is still a fish, that behaves as a fish does, and deals with the predicaments that a fish must face, even out of his element.
