The answer would be B. The first sentence in the paragraph is usually the hook, since it is meant to be the first thing a person reads and is supposed to "hook" them into reading the rest of the paper.

His motive seems honorable, for he wants to further encourage Sedgewick, but his actions are not fair. Mr. Hundert is beginning to descend from his high ideals.
