The correct answer is C) he withdrew his troops.

President George W. H. Bush responded by withdrawing his troops when other nations failed to support long-term US involvement in the Persian Gulf.

The Gulf War was won by the Coalition Forces (the United States, Great Britain, Australia, Poland, and Spain. After 42 days of the war, President George H. W. Bush ordered the ceased of fire on February 28, 1991. At the end of the armed conflict, Sadam Hussein remained on power. Although the US troops stayed for a while after the war, they gradually were leaving Iraq. In the meantime, US Airforce and UK Royal Air Force continue to patrol the skies frequently and there were times when they exchanged fire with Iraqui rebels.
