The laws are passed by the legislature, represented by the National Congress, which is made up of the House of Representatives and the Federal Senate in the USA. The task of the judiciary is to apply the law, judging and interpreting facts, and thus ensuring the application of the law in accordance with the Constitution. When a bill is put to the vote by the national congress, that bill must be debatable so that members of the congress find possible flaws and possible improvements. In order for the bill to be debated by members of the House of Representatives, a committee chairman must report the bill favorably before that.
