During the Convention of 1787, one of the issues to be discussed was the ratification of the Constitution. However, there were a lot of people against the current Constitution because they thought it allowed the formation of a strong central government, in detriment of states, and also, it did not provide for the rights of citizens and states before a strong central state. However, James Madison, Alexander Hamilton and John Jay, all Federalists, set out, through the Federalist Papers, to convince the Americans that this was not so. They argued that the Constitution had in place a strong system of check and balances that would prevent any central government from overstepping its boundaries. They also offered to include a Bill of Rights, to ensure the rights of citizens and states.
