Answer and explanation;

-Polk's statement foreshadowed his reign and capture of the two states; territories that didn't belong to him. His presidency reflected the statement he gave and he is often thought of as the worst president.

-At the stated time period, much of Europe was involved in expanding their domination in foreign lands, particularly Africa and the Far East. Polk was very much of the opinion that the U.S. had enough land and resources within its own boundaries.
