The people are indeed heavily influenced by their genetics, both in their physical appearance and in their mental capacity, but there's also other factors that influence the humans.

One of the biggest factors that influences the humans is their environment. Their environment, including in it other humans, the living conditions, education, culture, largely shape up the behavior and the development of the humans. That is why we can easily observe regional differences, sometimes dramatic ones, even if we are talking about humans of similar genetic make up.

The genetics though are what determines the physical appearance of a human. It also is the most influential factor for the IQ of a person, though it can be improved a little through proper practice throughout the life.
