population. Now we have seen that none of the population is secure and no area is under such control . . . . This has not happened because our men are not brave or effective, because they are. This speech by Kennedy was delivered in Chicago during his campaign to become the president of the United State of America. During that period, he was already a US Senator but needed the people's vote inorder to win the presidential election.

His reason for the speech is a result of the glaring information that the war in Vietnam cannot be won by increasing the US military activities in that country but rather, it would be in the best interest of US to stop the war.

<em>This is as a result of the US military personnel sacrificed so far in the persecution of the war added to the discomfort by Us citizens as a result of the lingering war.</em>

<em>He proposed political compromise for the war despite it not been the best option to the pursuit of peace in that war.</em>
