Swift focuses on those who are wealthy or favored in society to be dehumanized people only living fo their commodity and people who do not think in others, there is a part in the Modest Proposal in which Swift mentions to sell children to higher economic statue people so they can eat them this is only and hyperbole he makes it clear he never intended the proposal be taken seriously. He used this device to show the need of poor people (money and food) and the disinterest of those favored in society.
