Hey there! I'm happy to help!

Whenever you see more words next to each other that have the same starting sound, you instantly know that the type of figurative language is alliteration, where you repeat consonant sounds at the beginning of a few words. In our case, it is the "c" sound in clearly confused. There are some wild alliterations that people make such as...

Big blue bouncing bubbles bounce backwards into the bakery bread.

I hope that this helps! Have a wonderful day! :D

To develop the main points for a speech on a question of value, you should ask
Olegator [25]

Answer:

b. "Why is this good or bad?"

Explanation:

When preparing speech for a question of value, the speaker should bear in mind that he will be addressing matters bordering on morality. This means that he will answer questions pertaining to how good or bad a matter is. To prepare for such a speech, the speaker should make an introduction of the information or appeal to be discussed.

He should provide facts and evidence that will support his chosen side. While doing this, he should also consider the perspective of his audience. Other kinds of speeches address question of facts and questions of policy.
