Slavery was introduced wind a Dutch ship traded African slaves for food in 1619. When White settlers were unable to find cheap labour they turn to the slaves imported from Africa.

I think that the basic skill anyone should have is knowing how to read or write. Civilization is the state by which people learn how to organize their way of living by legislating laws or ordinances to keep peace and order. Moreover, it also involves social and economic development within that area. Writing is the basic requirement because organizations should be written in contracts or any legal paper form. Also, these writings could be used as artifacts that the future generation could base on when backtracking history of civilization.
