I would say that it's best to use D, compare and contrast. In a compare and contrast writing, two subjects are being compared and contrasted. Depending on how you organize your writing, you can talk about one subject first and then the other.

Answer:

It is best to use D.compare and contrast organization when a piece of writing discusses one subject before moving onto another subject.

Explanation:

A compare and contrast piece of writing is used when the writer compares differences and similarities between two or more elements. To do so, the writer can select the approach he thinks is best. The block approach used for compare and contrast pieces of writing, for example, is an organizational pattern that discusses one subject pont by point, detail by detail, before moving to the next subject.
