The main reasons for that are that the majority of the people of Quebec have different ethnic and cultural background than the rest of the provinces and territories. While the people of Quebec already had several referendums about independence, with the majority of the population voting for it, the Canadian highest court declared any attempts for seceding of Quebec illegal in 1998.
