The answer is Communist powers.  During this time, the United States was concerned about the growth of Communism and had provided financial aid to many countries devastated by war to bar Communists influence. They believe that if left unchecked, it would spread and topple democracies around the world.

Winston Churchill was cautious with the Soviet Union.
