No. Scientists have tried many methods to find out when an earthquake will hit but none have been sucessful. They have a pretty good idea of where but not when earthquakes will hit.

The correct answer is - no, scientists can only look for early warning signs.

There has been lot of attempts and lot of different methods used in order for the scientists to manage to predict the earthquakes, but without any success, as all attempts have failed.

So far, the scientists have a pretty good idea about the places where it is the most probable that earthquakes will appear, but that's about it, so unfortunately people can still not be warned in advance about them.
