<u>Explanation</u>:

The 20th century was a progressive era for the U.S. But it was also the time when the developing society and the new economic policies and businesses could use some new amendments. One such was the 16th Amendment of the U.S. constitution.

In simple terms, it was an income tax amendment proposal which was earlier presented by the Congress. In the past, the Congress had made an attempt to pass a tax bill along with some tariff bill. The consequence of this was that President Taft and few other Congressmen came to the decision of introducing a constitutional amendment thereby legalizing income tax.
