I can't personally speak for every single Dystopian Fiction author, but personally what I think about why they write it is because it allows them to explore what exactly earth could turn out to be. It reaches out to audiences and makes them think about how the world could get messed up, and it offers a pathway into that dystopian universe.
The major obsticle is how Lennie Small keeps getting into trouble with the police. The characters deal with it by running to a new ttown. This reveals that the character does not want to get into trouble and tends to run away from his problems. Example includes: "<span>We run. They was lookin' for us, but they didn't catch us.".
