President Truman knew that an invasion of Japan would be a costly affair that would result in the deaths of millions. It would also result in a partition plan between the USA and Soviet Union that would split Japan into two different countries. Truman decided to drop the bombs in an effort to get Japan to surrender before an invasion was commenced.
