The best answer is that the Supreme Court stopped the recount in Florida, and this resulted in Bush's win and election for the president. It is hard to say who would have won if the recount proceeded,as the results are different depending on the standard (one standard suggests a difference of only 3 votes! )

The Presidential Election that took place on November 7, 2000, in Florida, has great significance in the history of America because the Supreme Court elected the President of the United States instead of the people of America. This declaration was a result of the Florida Election recount of 2000 (a period of vote recounting in Florida), began weeks after the election day in the Presidential election between Al Gore and George W. Bush  

<u>The Recounting of the Votes in Florida did not come to an end although the Supreme Court extended the deadline</u>. Therefore, the Supreme Court agreed to the opinion of Bush of "A Decision" and hence, hear the case. The <u>incomplete counting was stopped </u>by the Supreme Court hereafter Bush was bestowed with the electoral votes of Florida.
