The Congress of Vienna was held following the fall of Napoleon with monarchs from around Europe. It was led by Austria with the goal of saving monarchies and preventing another revolution like in France.

The result of the Congress of Vienna was an agreement among European monarchs to protect one another if a revolution occurred in their country. The leaders agreed to return all borders back to the original state before the conquest of Napoleon. This meeting began a policy of creating alliances and protecting against liberal ideas and the disruption of traditional governments.

Europe was in a mess after almost two centuries of War and attempts named by Napoleon to conquer Europe on numerous of Occasions. Napoleon's Abdication in year 1814 and which was followed by a settlement which was preliminary out of those settlements was the treaty of Paris by which Bourbon Monarchy was restored.  

It returned most of the colonies to France. Not only this, It also gave green signal to the countries like Belgium and Holland to become Union.
