A setting can contribute to a reader's knowledge about a character because based on the given weather conditions, placement, government. etc., different aspects affect the character's behavior.
I would say it becomes a flaw when people become annoyed with this trait, or that you are cocky about it. Once it starts having negative impacts on people that means that personality trait isn't a good one anymore!
