The purpose of those devices is the convince the audience of something.

Propaganda relies primarily on pathos. It tries to evoke an emotion from the audience to convince them to do something.

Secondly, it will use ethos, appealing to authority, to what an expert says.

The last choice will be logos, and it is only used when it supports the other devices.
