Explanation:

California is a free state, meaning they made slavery illegal but they had many laws making it legal for residences to retain enslaved people temporarily in California or bought the slaves before statehood.  Even when California became a free state some slave owners refused to let their slaves go. Until the 13th amendment which banned slavery all together. Hope this helps!
