It was up to President Reagan to address the eight-year-olds, eighteen-year-olds, and eighty-year-olds. He decided to be plain to American listeners without being patronizing anyone. He admitted that he had to be "plain to them that life goes on and you don't back up and quit some worthwhile endeavor because of tragedy"
