The Organization was born out of a dispute within the AFL, since many members were not happy with how the AFL represented industrial workers.

The newly formed CIO integrated industrial unions and favored industrial unionism in opposition to craft unionism, since they believed that new indsutries like steel or automobile woud be better represented as a constituent instead of representing workers by their skill or speciality.

The organization proved to be quite succesful in its early days due to the dissapointment workers of different industries had on the way the AFL had represented them.
