How does the 10th amendment different from the rest of the amendments in the Bill of Rights

The U.S is made up of several states under one federal government. This government has its powers as directed by the constitution. On the other hand, the states and the common citizens have the rest of the powers. Therefore,the 10th amendment was established to make it known that the federal government derives its powers from both the citizens and the states and not vice versa.

The South thought he was trying to end slavery- he was against it but he didn't claim he would end it until the Emancipation Proclamation. but anyways. They were upset and some 11 Southern states seceded.
