No, it's not syntactically correct.

Il y a beaucoup de gratte-ciels dans ma ville is correct

Either :
Il y a des gratte-ciels

OR

il y a beaucoup de gratte-ciels

You never write an article before "beaucoup"
and  when a name is following  "beaucoup",
 it's always  "de" partitive article = "beaucoup de"  
de = partitive article for "de les"
Beaucoup de gens (de les)
beaucoup de monde (de le)
beaucoup de voitures (de les)
beaucoup d'eau (de l')
