This is best because it doesn't include personal opinion or any vague statements that cannot be proven. Option B states that it is also factual; however, it's statement supports the counterclaim rather than eliminates it. In an essay the purpose of addressing the counterclaim is to show why arguments against your topic are incorrect. Option C is too informal to even be considered. Option D does not really show whether or not the minimum wage change is positive or negative.
