This is the best counterclaim. It shows, with facts, how raising the minimum wage will create new jobs. This is best because it doesn't include personal opinion or any vague statements that cannot be proven. Option B states that it is also factual; however, it's statement supports the counterclaim rather than eliminates it. In an essay the purpose of addressing the counterclaim is to show why arguments against your topic are incorrect. Option C is too informal to even be considered. Option D does not really show whether or not the minimum wage change is positive or negative.
