As France was experiencing the revolutionary times, a strong government was needed and so Napoleon had to guarantee a strong and stable administration to expand the revolutionary ideas.

Many liberal reforms caused the monarchs in Europe to unite against him so, Napoleon had to secure administration and loyalty to him, in this way he set representations to him. But never they people were given chance to elect them, so in the republics that formed in territories,<u> he conquered representants of the government were directed by the Napoleonic codes and saw him as the sole head of state.</u>
