As to talk about the system which Russian are following are similar to Soviet system.

In the Soviet system has basically three type of education system in which one of the system is based on assigning student based on their exam scores.

Russia has also followed the same tradition since a long period of time.

Now if a student is looking to make choices to which school to attend in Russia than it will be based on the score performed on their exam.

lets take an example,r=2,h=2

v=8pi

doubling the hieght,h=4

v=16pi ie twice the initial volume

doubling the radius,r=4

v=pi x 16 x 2

=32 pi ie four times the initial volume

therefore radius makes a bigger difference
