The United States of America, as a part of the United Nations, came to help South Korea, for defeating North Korea. China and USSR were helping North Korea. Russia did not vote against North Korea during UN vote. Their ambassador to UN was present in the city but was instructed not to vote against North Korea. Recently, Russia delayed the United Nations sanctions for imposing stop on North Koreas missile test.
