It is an expression . When you prepare water to make hot chocolate, it must be at its point, otherwise the chocolate will not foam, bone, it must be perfectly and ready. So it implies that you are ready for what is coming, good or bad.

This saying is the one that gives the title to the first novel by Laura Esquivel, who uses magical realism to present the story of Tita, a character who has plenty of reasons to literally be like water for chocolate.
