District Courts are part of the Federal Judiciary System.

It works as a <em>"middle man"</em> between state courts and the Supreme Court, and also can rule on some cases regarding Constitutional Matters, or when the United States is a party, for example.

Criminal and Civil matters can be trialed in these Courts, and it's a very important part of the US Judiciary System.

Viktor [21]
Basically, before 1973, the president had more power over the military and had more freedom to command the military as the president wished. This was seen in Vietnam which turned out to be a disaster. It was decided to limit the president's military power, and he would need the consent of congress to whatever operation he planned to do.
