Federalism enables the state and the national government to share power is the best definition of federalism.  Federalism is a hierarchical system of government in which two governments exercise a set of controls over the same geographical area.

EXPLANATION

This system of government is the opposite of a form of "centralized" government, as practiced in Britain and France, where the central government controls exclusive power overall geographical areas.

Within the United States, the US Constitution builds federalism as a form of power-sharing between the US state governments and the federal government. The statement for federalism was further reinforced by the reaction of the American people to the Shays Rebellion in 1786. The Shays Rebellion was a rebellion carried out by armed farmers in western Massachusetts. The rebellion was caused by the inability of the federal government to pay the debt of the Revolutionary War. The uprising was also due to the lack of power of the federal government to add troops to deal with the Massachusetts uprising.
