Non-governmental organizations are the associations that are independent of any governmental interference. They usually are non-profitable group active on charitable and social areas. They can also be anteroom groups such as World Economic Forums or a subgroup of organizations formed by small groups of citizens in the form of a club providing services to its associates only.  

Further clarification of the term NGO is that it is an union that can be funded by the government with no profit and voluntary groups of citizens organized at the local level. These organizations provide lots of services to the citizens such as

iv. monitor policies of the government and ensure that  it reaches to every individual
