Answer: He formed the Company of New France.

The Company of One Hundred Associates or Company of New France was a French trading organization founded by Cardinal Richelieu in 1627. The company intended to capitalize on the North American fur trade and expand the French colonies in this continent. The company had the monopoly on the fur trade of New France, mainly along the Saint Lawrence River valley and the Gulf of Saint Lawrence. The company went out of business in 1663.
