The property of cohesion in water favors the formation of surface tension. Surface tension refers to the capacity of a substance in order to resist being cut off when it is placed under any stress or tension. Due to this condition, the water forms small droplets whenever it is being placed on any dry surface and does not get fall out by gravity.

So, when any paper is placed over the surface of the water, it eventually floats and this property is known as the surface tension of water. The property of cohesion and surface tension, both simultaneously holds the hydrogen bonds between the water molecules, thereby allowing the paper (object) to float on top of its surface.
