Option A, Lower taxes is the right answer.

The progressive era in the history of the United States is a period of political reforms.  People's control over the government was the main goal of the progressives in the Progressive era. The "initiative, referendum and recall" were the main goals of the  progressives to increase the cooperation of the voters in the legislative process. Through the system of the initiative and referendums, a government could pass the laws even without any involvement of the government. at the same time recall allowed for the elimination of the corrupted leader.
