Id say your best bet is A because Washington established the cabinet which aids presidents in running the country. It cannot be B, C or D because congressional oversight was already established by the constitution, there were only a couple departments, and the constitution already defined its purpose.

How is Goode's Interrupted Equal-Area
projection different from the Mercator
projection?
Lorico [155]

Goode is an interrupted, equal-area composite projection composed of 12 regions that form six lobes, each the top section of a Mollified projection, carefully grafted on to six interior regions along the equator. The Mercator is the most famous example of a cylindrical projection.

The Goode homologize projection (or interrupted Goode's homologize projection) is a world map projection that is pseudo- cylindrical, equal-area, and composite. Normally, it is interrupted multiple times. Because of its equal-area property, it is useful for presenting the spatial distribution of phenomena.

What led to the Emancipation Proclamation?
Studentka2010 [4]
1, 1863, three years into the war. ... Now the war was about ending slavery, which led to the tide changing in favor of the Union under the leadership of Ulysses S. Grant. The Emancipation Proclamation didn't free all slaves, just those living in Confederate states. Hope that helped!!
