The Boland Amendment was the answer from The US Congress to stop President Reagan increasing intervention in the country of Nicaragua own state affairs. On January 20th 1981, soon after taking office President Reagan wanted to eliminate the Sandinista regime in Nicaragua, because it considered it to be a pro-communist entity.  

To achieve this, the US Congress passed a series of acts to limit the Reagan's administration from actively taking part on the Nicaraguan internal conflict.
