The constitutional controversy that led directly to the start of the Civil War concerned the right of states to "<span>(4) secede from the Union" which was never really in question. </span>

I think that the states should be required to hold individual state conventions where they would repeal the ordinances secession and ratify the Thirteenth Amendment. I also think it would personally be a good idea if the states made a law. The nation needs to thrive and new laws need to be put back together. Laws to keep the country safe, and secure.

With France out of North America this dramatically changed the European political scene on the continent.
