These dramas can be based on fiction or nonfiction. However only the specific nature of dramatic literature actually requires acts and scenes to outline to structure of the performance intended. We know A cannot be correct because there are many fictions which do not require stage directions, take 'Harry potter' or 'The Hunger Games' for example.
