It should be understood that if it's is expensive, it doesn't not mean that it will reduce the quality of the care, but it only means that, it will prevent people from being able to afford it.

This will actually result to people from being able to have access to good and quality care, that they suppose to have.

In order words, when it is not expensive, people will actually have access but the quality of the care will drop and not be good as expected.

  One day, I quickly ran to the market to grab some grub(food). I slowly grabbed the bag of chips from the isles and happily skipped to the counter. The cashier quietly awaited for the payment. I furiously looked into my pockets for my money. Quickly scattering my pockets I've come to noticed I had no money. I quickly raced outside the door, throwing the food on the floor. I sadly cried thinking how i lost my money.

At the time of Kennedy's presidency no one was still very nice to the Africans. The time of the Civil Rights movement was about to be at its peak and when when Kennedy did this speech he said it as in a way to say, "Hey, no matter what heritage you belong to or what your skin tone is, we should all be friendly to each other and help each other out." That was his way of asking for equality and the peace for the Africans. He wanted them to have the same rights as the white men had at the time. "Without regard to his race or color" meant that everyone that was different should still be together and not worry about that because it did not matter as long as they all agreed in a uniform idea that would be the best for the country and its people.
