During the time the articles of confederation were infective . being unable to add changes to the articles and not having the power to levy and collect taxes the government had no pwer. as a result the framers created the constitution . the issue that caused an uproar and for the people to dislike the constitution was the fact that the government gained more power. they were fearful of a string central government taking away their rights
