The freedom from fear is one of the Four Freedoms discussed by Franklin D. Roosevelt in 1941. He said the following:

While in the speech given by Obama, freedom from fear denotes being allies with a strong country, sharing intelligence and weapons training, being ready to take the offensive in the event of war among other countries.
